What went live, and for whom
Ads have been in ChatGPT in the US since February 9, 2026. A self-serve Ads Manager opened to US advertisers on May 5, 2026. The earlier managed-pilot minimum spend was $50,000. That barrier was dropped at the May launch.
On August 24, 2026, ads switched on for users in 31 European markets. These markets include the 27 EU states. They also include Norway, Iceland, Liechtenstein, and Switzerland. At first, European advertisers could only buy through the OpenAI sales team. They could also buy through agency partners. Those early partners included Publicis, Omnicom, WPP, Havas, Dentsu, and MediaPlus.
On August 31, 2026, a beta self-serve Ads Manager opened directly to eligible advertisers across those same markets. Any approved business can create an account at ads.openai.com. You can run a campaign without an agency.
On the same day, OpenAI said the ads business had passed a $1 billion annualized run rate. They achieved this in under 200 days. A run rate is the current month multiplied by 12. It does not represent booked revenue.
Only Free and Go plan users see ads. Plus, Pro, Business, Enterprise, and Edu accounts see none. Accounts identified as under 18 get no ads. Temporary Chats show no ads. The Atlas browser shows no ads during the test.
Ads appear below the end of a response. They sit in a visually separate box. The box is labeled sponsored. OpenAI says ads run on separate systems. They cannot shape, rank, or alter the answer.
Personalized ads are not available in the EEA or Switzerland at launch. European ads are matched on the current conversation context. They also use coarse signals like language and general location. Advertisers get aggregated views and clicks only. You never see the chat.
The category gate most founders will hit
OpenAI ad policies restrict what can be advertised. The restrictions are stricter outside the US. These policies were last updated on August 31, 2026.
Allowed categories during this early phase include household and consumer goods. Local services, travel, and entertainment or experiences are permitted. Digital products and education are also allowed. OpenAI says categories will expand over time.
Financial services are case-by-case for approved US advertisers. This covers credit cards, insurance, mortgages, and payment services. Ads for financial services outside the US are generally prohibited.
Health services are also case-by-case for approved US advertisers. This includes consumer medical devices, wearables, and apps. It also covers dental, diagnostics, and health insurance. Legal services are US-only, for licensed advertisers, since August 2026.
Several categories are disallowed everywhere. These include gambling, alcohol, tobacco, dating, adult content, and recreational drugs. Political content and counterfeit goods are banned. Individual job or housing listings are disallowed. A platform with listings may advertise if the creative does not reference a specific listing.
OpenAI places no ads next to sensitive conversations. This includes chats about personal health, mental health, or politics. Brand-unsafe topics get no ads regardless of the advertiser.
Every advertiser is reviewed by automated systems. Every creative and landing page is also reviewed. These systems include LLMs and classifiers. Human escalation is used. Landing pages that cannot be crawled and evaluated are not eligible to run.
A European booking platform can test this week. A Shopify store selling household goods can also test. A European healthtech app, a fintech, or a legal-services product cannot. The self-serve form might let you start. Completing the self-serve signup does not guarantee approval.

AI systems are reading our site to answer questions about custom software. They read about booking systems. They read about Telegram Mini Apps. Somebody is asking those questions. The answer gets given inside the assistant. The visit never happens.
The same pattern applies to any brand whose product gets recommended by name in a chat. Organic AI SEO gets you cited. Citations do not convert.
A sponsored card under the answer is currently the only placement that puts a link in front of that person at the moment of intent. Dave Dugan, OpenAI's VP of ads, said at Cannes in June 2026 that roughly a fifth of ChatGPT queries carry direct commercial intent. He also noted ChatGPT passed 900 million weekly users.
Our view is that you should treat the first ChatGPT campaign like a landing-page test. Measure the results against your existing Google Ads cost per lead. Use a small budget. Focus on one product. Send traffic to one landing page.
If your product is in an allowed category, run a two-week test
If your product is in an allowed category, your buyers are European consumers, and you spend on Google or Meta today, run a small self-serve test now. There is no minimum spend. Early inventory is less crowded than it will be. You learn what conversation contexts trigger your ad before competitors do.
Set up conversion tracking on the landing page before spending money. Budget the landing page work. The page gets reviewed by an LLM. It has to load. It must be crawlable. It must match the ad claim end-to-end.
If you are in a restricted category in Europe (health, finance, legal), skip this platform for now. Watch the policy changelog. It has gone through six versions since March. Spend the money on the product's own answer-readiness instead.
B2B products with long sales cycles should probably wait. Ads reach Free and Go users. Business and Enterprise accounts never see them. That is where many B2B buyers sit.
This system is a beta. The platform has changed shape monthly. The European Commission is still weighing whether ChatGPT search counts as a very large online search engine under the DSA. The threshold is 45 million EU monthly users.
